OST-00-8438 March 24, 2003 Application for Renewal of Exemption Mexico-US Cargo Charter

AeroUnion was formed in order to serve as a Mexican-flag, inter-American wide-body all-cargo air carrier to operate flights from Mexico to the U.S., as well as to Canada, and to points in Latin America using Airbus A-300-B4 freighter equipment. The overwhelming majority of U.S.-Mexico all-cargo lift is provided by U.S.-flag all-cargo carriers (e.,g FedEx, UPS, Amerijet, DHL, plus numerous U.S.-flag charter operations). AeroUnion will continue to provide additional dedicated A-300-B4 all-cargo services between Mexico and the U.S. thereby offering shippers in the proposed markets a Mexican­flag, wide-body carrier option in this market. Grant of this application is therefore in the public interest.

AeroUnion also holds scheduled all-cargo exemption authority on the route Mexico City / Guadalajara / Monterrey - Dayton, OH (see: NOAT dated December 4, 2002; Docket OST-2002-13864)

Essential Air Service at Plattsburgh, New York / Champlain Enterprises, Inc. d/b/a CommutAir

CommutAir makes this notice of its intention to terminate further services at Plattsburgh, NY under the present circumstances. That is, CommutAir can no longer provide essential air service to this eligible point without the benefit of compensation from federal funds for that purpose. CommutAir regrets the necessity of this step and would be pleased to continue this vital service to the community of which it has been part of for so long is it can gain access to the compensation it so clearly deserves.

CommutAir presently operates four one-stop flights between Plattsburgh, NY and Albany, NY each weekday and three one-stop flights over each weekend with Beechcraft 1900D turboprop aircraft. See Attachment 1 for flight frequency and time. Since no other airline currently serves Plattsburgh, NY, CommutAir's termination of service at Plattsburgh would eliminate all sir service at Plattsburgh thus bringing the level of service below the specified level established by the department. Pursuant to 14 CFR 323.10(a)(3), objections to this notice is due by April 11, 2003.

During the recent Alaska Air Carriers Association convention in Anchorage you presented a working draft of the data that the USPS would like to collect from carriers to verify performance of scheduled service. You also stated that you do not intend to use the data from the carrier flight reports to the Postal Service to calculate carrier market shares, but would use the T100 data released by the USDOT to calculate market shares. I am concerned that the data elements described in your handout may not be easily obtained from carriers and they may not all be necessary for the Postal Service to accomplish its stated interests.

The enclosed outline in this letter includes considerations for the design of carrier reports to the Postal Service that would demonstrate flight performance. This outline is based on the needs you have described for the Postal Service as well as a personal familiarity with the flight records and data management systems that are available to Alaska air carriers.

All responsible carriers welcome the interest of the Postal Service to verify and enforce schedule adherence. If the desired flight reports are to be successfully implemented however, it is in the best interest of the Postal Service and air carriers that the design of such reports is consistent with the records that carriers currently maintain and generate for their USDOT T100 reports. l also believe that every effort should be made to simplify the reports and require only those elements that are essential to the needs of the Postal Service to verify flight performance and transportation of the mail. The enclosed outline includes the fundamental elements and rationale of a design that would have these qualities.
