By this application, Aeromexico seeks renewal of its exemption authority to provide service between Mexico City and Phoenix. The authority was granted by Notice of Action Taken, dated September 30, 1997, and confirmed in Order 97-11-10, and currently is set to expire on April 5, 2003. Notice of Action Taken, dated April 5, 2002. Although Aeromexico currently is serving the market with intermediate point service, it desires to renew the authority so it can re-institute nonstop service when traffic conditions warrant.

Attached for filing in the referenced docket is a letter dated today addressed to the Assistant Secretary for Aviation and International Affairs and a press release issued by DHL Airways, Inc., relating to the appointment of a new Chairman and Chief Executive Officer. Copies of the letter and release are being served today on all parties listed on the attached service list by telecopier.
This appointment comes at an important time in the history of Airways. For two years, the company, its owners and senior management team have been subjected to what I believe has been an unfair attack by its two largest rivals who allege that foreign interests illegally control Airways. I have been advised by counsel for Airways that the Department has conducted a thorough review of these issues. I understand that all relevant corporate materials have been lodged with and reviewed by the Department as part of the informal fitness review undertaken during the corporate reorganization of Airways in 2001. I am aware that challenges to Airways' citizenship are still pending before the Department in a number of dockets and I look forward to the expedited resolution of these issues and dismissal of these challenges.
I understand fully that the fitness requirement, and the citizenship component of that requirement, is a "continuing" requirement. I take this requirement very seriously. You have my personal pledge that I will be vigilant in maintaining U.S. citizen ownership and control of Airways and will keep you and your staff informed of any material changes or circumstances that might affect Airways' citizenship. Essential Air Service at Victoria, Texas

The Victoria County Airport Commission, operator of the Victoria Regional Airport, objects to the Continental Airlines proposal to terminate service. Continental is seeking to discontinue service between Victoria and Bush Intercontinental Airport in Houston, Texas, effective May 31, 2003.
Continental states that its desires to terminate service to due to the loss of revenue because of decreased passenger loads. The Commission believes much of the loss of revenue can be attributed to the existing fare structure that encourages passengers to travel to other airports to make connections. For example, many Continental fares out of Austin-Bergstrom International Airport connecting to the same flight in Houston are as much as $200 less than the fares from Victoria. Additionally, there are have been as many as fifteen fares for the Victoria to Houston segment. This multi-fare structure has confused and alienated potential passengers. The result is that they are encouraged to drive to other locations to begin their air travel. Another factor in decreasing passenger counts is the ever-changing flight schedule. One round trip on Tuesdays and Wednesdays has been on again and off again for the last several months. Additionally, the current schedule creates excessive layover times when trying to make connecting flights at Bush Intercontinental.

Hereby applies for a Statement of Authorization so that SIA may display Air India’s “AI” airline designator code on its own Singapore-San Francisco flights.1 Under this arrangement, Air India would hold out through service between India and San Francisco. Air India would not be marketing Fifth Freedom service between the United States and Singapore. This arrangement would be effective as of May 1, 2003. AI holds out service from India to Los Angeles by placing its code on Singapore-Los Angeles services operated by SIA. This service was first approved in March 1998, and was most recently renewed on March 9, 2000, in Docket OST 00-7059.

Exemption from 49 U.S.C. 40109(g) to operate one one-way emergency cabotage cargo flight from North Island, CA, to Denver, CO, to transport outsized cargo consisting of one Centaur III Launch Vehicle Upper Stage and associated equipment, on or about March 19, 2003, using AN-124 aircraft, on behalf of Lockheed Martin Astronautics. The applicant stated that Lockheed Martin needed urgent delivery of the equipment in order to complete an aggressive final assembly schedule in time to meet subsequent scheduled shipment to Cape Canaveral for fabrication and launch integraton activities; that the cargo is too large for transportation on U.S.-carrier aircraft; and that surface transportation was not feasible because of the time involved, the delicate nature and high value of the cargo, and conditions unsuitable to maintaining system integrity compliance.

The carrier will operate over a route with service to Omaha, North Platte, Lincoln and Scottsbluff, Nebraska. Approximately 6 months later, Westward plans to lease a second PC-12/45 aircraft and expand its operations to Rapid City, Pierre and Sioux Falls, South Dakota.
