Columbus - DCA Slots

AirTran Airways is the clear choice for the available America West slots. The Department has an opportunity to strengthen competitive service throughout the east coast by allowing AirTran to add DCA to its low fare markets. By allowing AirTran to initiate service at DCA to Atlanta, where it has been blocked from adding service, AirTran will bring its low fare model to thousands of passengers and multiple markets. Today, those communities have no low-fare alternatives.

On Monday, February 10, 2003, America West announced that it is eliminating hub operations in Columbus, Ohio. In its release, America West stated, “While it no longer will be a hub, Columbus will remain an integral part of America West's network as a field station, or destination city. Between early April and mid-June, America West will gradually downsize the hub to a planned four mainline flights per day to Phoenix and Las Vegas.” Therefore, America West has acknowledged that by July of this year, it will no longer operate the DCA slots.

OST-03-14480 February 20, 2003 Request of National Small Shipments Traffic Conference for Extension of Time to Reply Re: IATA Application for Approval of Agreements

The Health & Personal Care Logistics Conference, Inc. and the National Small Ship­ments Traffic Conference, Inc., are associations of shippers of freight, including manufacturers of pharmaceuticals and personal care products and manufacturers of other commodities, many of whose members rely on international air transportation for package and parcel shipments. IATA's Application seeks antitrust immunity for a dimensional rule change that will effectively raise rates on such shipments.

The additional time is needed to inform shippers about IATA's Application and to ana­lyze the lengthy Application along with four air carriers' accompanying economic statements (to­taling more than 200 single-spaced pages). Shippers must assess the economic impacts they face, including not just 20% rate increases, but also other costs that may be incurred. Shippers must consider modifications to shipping and packaging practices that they developed in reliance on the current dimensional rule, in effect since 1991, which IATA's Application seeks to change. In addition, applicable legal, economic and public interest considerations must be analyzed. Conducting the necessary research and preparing the reply comments needed to provide DOT with a full record will require more than 21 days.

On February 13, 2003, the High Tech Airfreight Shippers Coalition submitted a letter seeking extension for a minimum of 90 days beyond the normal 21-day comment period. Answers to the Coalition's request would be due on February 26, 2003. In order to have the benefit of comments on the Coalition's request prior to the 21-day comment date on IATA's application, we are shortening the answer date on the Coalition's request to 3 p.m. February 24, 2003. Therefore, acting under authority assigned to the Director, Office of International Aviation, 14 CFR 385, we require that answers to the request by the Coalition be filed by 3 p.m. February 24, 2003

  February 21, 2003 Notice of Registration of Trade Name Hooters Air

On January 27, 2003, Pace Airlines, Inc., a certificated air carrier,' requested that the Department register the trade name "Hooters Air" for use in certain of its charter passenger operations.

Part 215 of the Department's regulations provides that any carrier wishing to use an alternative trade name must first register that name with the Department. The rule further states that the Department may register such trade name after the carrier gives notification to similarly named carriers of the proposed use of the trade name. In this case, there are no similarly named carriers.

Intent to Resume Operations Under 14 CFR 204.7

By Order 2002-2-5, issued February 8, 2002, we tentatively found Sunrise fit to resume commuter services on a limited basis. Shortly thereafter, the Department received new information that had compliance-related implications for the company’s fitness. At that time, we requested further information from Sunrise. Several months later, Sunrise responded and, at the same time, advised us that it had undergone changes in other fitness-related areas since the issuance of Order 2002-2-5. Sunrise advised us that it would file updated information relative to these changes in the above docket. When such information was not received, on July 10, 2002, we issued Order 2002-7-18 vacating our earlier tentative fitness finding. Although Sunrise subsequently filed updated fitness information, in December 2002, we were informally advised that the carrier had again undergone material changes in areas affecting its fitness. On February 14, 2003, Sunrise filed a motion requesting that its application be withdrawn.

We will grant the carrier’s request and dismiss the notice to resume operations filed in Docket OST-2001­8695. At the same time, we will also revoke Sunrise’s dormant commuter air carrier authority.
