Northwest Airlines, Inc. continues to oppose the renewed application of Aerolane, Lineas Aereas Nacionales del Ecuador S.A. d/b/a LAN ECUADOR for exemption authority and the application of Linea Aerea Nacional Chile Linea Aerea Nacional Chile S.A. and urges the Department to deny both applications at least until the Department verifies that Ecuador will permit Northwest and Continental to codeshare with one another on Continental's Ecuador flights. Lan Ecuador's strident response to Continental's surreply does not deny the allegation that codesharing between Continental and Northwest on Continental's U.S. -Ecuador flights is prohibited because Ecuador requires a frequency allocation to Northwest for each codeshare flight and sufficient frequencies are unavailable to permit such codesharing. Moreover, Lan Ecuador does not disclaim Lan Chile's intention to form a series of subsidiaries throughout Latin America to exploit rights available between the U.S. and countries other than Chile. Indeed, Lan Ecuador's response indicates precisely why the Department should not grant the Lan Ecuador and Lan Chile applications without further investigation.

Please be advised that Aerolane, Lineas Aereas Nacionales del Ecuador S.A. does not intend to respond to the unauthorized "Response" filed today by Northwest Airlines Inc. The Northwest Response is a repetition of matters raised by Northwest and/or Continental Airlines in prior pleadings and addressed by Lan Ecuador in its responses thereto.

Hereby request an amendment to their statement of authorization authority to the extent necessary for Air France to display Delta's "DL" designator code on the Santiago-Buenos Aires segment of flights operated by Air France over the Paris - Buenos Aires - Santiago route. Delta plans to begin offering the new codeshare services or about May 1, 2003. The proposed service will enable Delta to resume online service between the United States and Buenos Aires, which Delta was forced to cancel in December, 2002 due to economic circumstances.

If found fit, Glenwood proposes to provide scheduled downtown-to-downtown helicopter shuttle service between New York City and Washington, DC, potentially expanding to other markets in the northeast corridor. Using three leased Sikorsky S-76 helicopters, each having six passenger seats, Glenwood plans to operate six daily round-trip flights between New York City (W. 30th Street Heliport) and Washington, DC (the South Capitol Street Heliport or Ronald Reagan Washington National Airport (DCA)). Glenwood initially plans to operate six round-trip flights each weekday, between New York and Washington. These services will be provided to corporations and individuals on the share/seat-capacity basis described above. In 2004, the carrier expects to transition its scheduled operations to Sikorsky S-92 aircraft configured with eighteen passenger seats.
