Hereby applies for an exemption to operate seasonal service between Los Angeles and Guadalajara, Mexico. For the coming summer season, American proposes daily nonstop service using 129-seat S80 aircraft (14F/115Y) from July 2, 2003 to August 31, 2003.

American held certificate authority to serve the Los Angeles-Guadalajara segment on Route 560, issued by Order 2000­5-31, May 30, 2000. However, on December 16, 2002, American filed notice under condition (10) that it would suspend service effective January 31, 2003. Accordingly, American's Los Angeles-Guadalajara certificate authority has expired, and an exemption authorizing seasonal service is now required.

Order Selecting Carrier and Setting Subsidy Rate Essential Air Service at Massena, Ogdensburg and Watertown, New York

After careful consideration of this matter, including all of the comments submitted in the docket, we have decided to select Air Midwest to continue to provide essential air service to Pittsburgh for Massena, Ogdensburg and Watertown, for an additional two years, in accordance with its Option 1. As set forth in Appendix A, service is to be provided with Beech 1900-D, 19-seat aircraft, at an annual subsidy of $1,288,021.

We are well aware of the strong support for service to Albany, as evidenced by the large number of comments received from elected officials, businesses, and residents in both Massena and Ogdensburg, all supporting the selection of Air Midwest’s service to the Albany airport. We are also aware of the MRSI study that concludes, among other things, that the majority of respondents are not using the local service and that businesses and institutions would be more likely to use the local air service if the destination hub were Albany instead of Pittsburgh. However, Massena and Ogdensburg’s situation must be viewed in the context of the core objectives of the EAS program, namely to subsidize air service for the most isolated communities and to ensure that travelers from those communities have access to the nation’s air transportation system. In this case, especially given that service to Albany would require either $714,000 or $1,000,000 in additional subsidy over the two-year contract period, depending on the option selected, we believe that Pittsburgh fully achieves those goals. According to the Official Airline Guide for the month of January 2003, Pittsburgh offers an average of 170 daily jet departures (not including regional jets) to domestic destinations all across the country. Albany, on the other hand, has an average of 31 daily jet departures (not including regional jets), most of which are to destinations on the East coast or Midwest. Including regional jets results in a total of 267 departures a day at Pittsburgh and 48 departures a day at Albany.

At the present time Cape Air is the only airline offering the community the air service needed for the area; meeting most of the region's needs. I believe that it is actreniely important for the future economic and social development of Ponce, that Cape Air continue offering the essential air service in our city in the years 2003 and 2004 from the Mercedita Airport.

Order Allowing Suspension of Service Essential Air Service at Waterloo, Iowa / Great Lakes Aviation, Ltd.

After careful consideration, we have decided to allow Great Lakes to suspend service at Waterloo, effective February 7, 2003. We recognize that the remaining service is operated to only one of Waterloo’s designated hubs. However, hub designations assume that service would not be available from the community to any other hubs. If other service is in fact available when one carrier files notice to suspend service, we consider whether the remaining service can meet the community’s needs. Northwest Airlink’s remaining service, consisting of four nonstop weekday round trips to Minneapolis/St. Paul -- providing 132 seats outbound and inbound -- is far in excess of Waterloo’s guarantee of 67 seats inbound and outbound each day. In addition, Minneapolis/St. Paul is one of the largest airports in the country providing access to the rest if the country as well as international destinations. Therefore, in this case, we conclude that this service will meet the core responsibility of the EAS program to provide Waterloo a continuing link to the national air transportation system.

Essential Air Service at Worcester, Massachusetts / Allegheny Airlines

While we are deeply distressed at the loss of this service, we recognize the current economic situation resulting in the termination of services provided by of - carriers at Worcester and other airports nationwide, the current state of the aviation industry resulting in losses of billions of dollars per year, and the particular financial difficulties of US Airways which is currently in Chapter 11 bankruptcy. Based o these circumstances, we believe that it is in the community's best interest to support the financial viability of US Airways, and therefore, we do not object to US Airways Express' request to terminate its service and to do so without the requisite 90 days prior notice.

All responsible carriers welcome and applaud the efforts of the Postal Service to finally implement scheduled flight performance measures for certificated carriers. The fundamental challenge for the Postal Service and carriers is that the protocol or data exchange is reliable and accommodating for all participants.
