By this application, Delta and KAL, together with Delta's wholly-owned Delta Connection subsidiaries, Atlantic Southeast Airlines, Inc. and Comair, Inc. request an amendment to the Delta/KAL blanket statement of authorization to the extent necessary to permit ASA and Comair to carry KAL's "KE" designator code on Delta Connection services within the United States and between the United States and third countries.
ASA and Comair each request authority to carry KAL's "KE" designator code on Delta Connection flights (a) within the United States (in conjunction with KAL's services in foreign air transportation), and (b) between the United States and third countries (to the extent permitted by applicable bilateral agreements). The Joint Applicants request that this codeshare authority be granted for a period of unlimited duration, subject to the Department's usual conditions. Additional points will be added pursuant to the Department's standard 30-day notice condition. Delta and KAL plan to begin operations utilizing Delta Connection services on or about March 1, 2003. Accordingly, the Joint Applicants request that this amendment to the previously issued blanket statement of authorization be granted as expeditiously as possible.

Negotiations with the MCAA regarding the procurement of a mechanical lift for individuals with disabilities have been going on since we began flying to Laughlin as MN Airlines, LLC d/b/a Sun Country Airlines on April 16, 2002. There are no level-entry loading bridges at IFP. We were given verbal assurances by the MCAA that a lift would be in place by the deadline. It was our expectation that the MCAA would procure a lift in a timely manner and assess a fee for the use of the lift to accommodate SCA passengers with disabilities as well as those of Allegiant Air, the only other carrier serving IFF. We agree with the reasons for the delay in compliance outlined in Mr. Hick- s letter of December 13, 2002.

These slots will be used to operate daily service between DCA and either Fort Lauderdale, Fort Meyers, or West Palm Beach, Florida, effective no more than ninety days from the Department’s confirmation of final slot times. All flights will be operated with Stage 3 aircraft. For this DCA service, AirTran will utilize the Boeing 717 which is among the most environmentally efficient aircraft flying today with 24% better fuel economy and the lowest all around noise level of any airplane in service today.

By Order 2002-12-23, the Department proposed interim international mail rates for the period January 1 through December 31, 2003. Objections to the Show Cause Order were filed by American Airlines and United Air Lines asserting that cost data submitted by Delta appear to be inconsistent with data submitted by other carriers.
As a result of the Show Cause Order, Delta has commenced a thorough examination of its accounting and Form 41 data, including cost data with respect to international mail rates. Delta understands the importance of this matter and will work as quickly as possible to complete its evaluation. Upon completion of the evaluation, Delta will promptly submit revisions, if any, of its cost data. While it is difficult to predict how long the evaluation will take, Delta currently expects to complete its review by April 24, 2003.Counsel: Shaw Pittman, Robert Cohn, 202-663-8060
