Aerocaribe intends to commence scheduled service in the following markets on March 1, 2003, utilizing DC-9-31 aircraft configured to seat 110 passengers:

Roundtrip service will be offered four times weekly in all markets except Mexico City-Austin, which will be served five times weekly. 

Aerocaribe will additionally place Mexicana's two-letter "MX" designator code on these tlights pursuant to the codeshare agreement between Aerocaribe and Mexicana. Consistent with its Mexican license and the terms of the bilateral agreement between the United States and Mexico. Aerocaribe requests from the Department (i) an exemption permitting it to engage in the scheduled foreign air transportation of persons, property and mail between Mexico City, Mexico, and Austin, Texas, and between Cancun and Puerto Vallarta, Mexico, on the one hand, and the coterrmnal points San Antonio and Austin, Texas, on the other hand; and (ii) a statement of authorization pursuant to 14 C.F.R. 212 permitting Aerocaribe to display Mexicana's two-letter 'AIX" designator code on Aerocaribe's flights in the Mexico City-Austin and Cancun/Puerto Vallarta-Austin/San Antonio markets.

Aerocaribe is a corporation organized and existing under the laws of Mexico. Aerocaribe began operations in 1975 by serving the Merida-Cancun-Cozumel markets. In 1990, Aerocaribe and its subsidiary, Aerocozumel, were acquired by Mexicana de Aviacion, and became part of Grupo Cintra in 1996. In 2002. Aerocaribe was placed in the holding company Grupo Mexicana de Aviacion, which is owned by Cintra, S.A. de C.V. Today, Aerocaribe and its sister company, Mexicana Airlines, are owned by Grupo Mexicana de Aviacion, which is owned by Cintra, S.A. de C.V.

Aerocaribe has grown significantly since its founding twenty-two years ago, and today serves eighteen Mexican points in addition to Havana and Santo Domingo with its fleet of DC-9­31 and BAE Jetstream 32 aircraft. As of May 2002, Aerocaribe employed 519 people, including nearly 140 flight personnel. Aerocaribe carried approximately 714,000 passengers in 2001, down only slightly from the 771,000 passengers it carried in 2000. Revenue passenger kilometers have increased steadily from 138 million in 1994 to 322 million in 2001.

Although Aerocaribe has separate management and is responsible for its own flight operations, it works closely with Mexicana Airlines in the development and marketing of travel products to passengers in not only North America, but in Asia, Europe and South America. In addition to codesharing currently with Mexicana on routes throughout Mexico, among the products on which Aerocaribe is working are Mexipass, Mayapass, frequent flyer programs (Frequenta and Quinto Boleto Gratis) and arrangements with hotel operators in Cancun and Riviera Mava.

Scheduled foreign air transportation of persons, property, and mail between points in the United States, via points in Fiji and New Zealand, and Sydney, Melbourne, Brisbane, Cairns, and Perth, Australia, and beyond to Adelaide, Australia and to points in New Zealand. American also requests the right to integrate this authority with its existing U.S.-Australia/New Zealand/Fiji certificates and exemptions. American intends to operate this service under a code-share arrangement with Qantas Airways.

Antonov Design Bureau

OST-03-14267 January 27, 2003 Re:  Extension of Authority Emergency Exemption - Columbus-Seattle/Boeing Field

Adverse weather conditions overseas have disrupted Antonov's international flight program. As a result, Antonov does not anticipate that it will be able to position an AN124-100 to operate the Columbus-Boeing Field flight until January 29, 2003, at the earliest. Given that no U.S. carrier has an aircraft that is capable of transporting the outsized (31190-115B engine, and no U.S. carrier has raised any other concern or objection regarding Antonov's application, a limited extension of Antonov's authority will prejudice no party, but will continue to allow Antonov to transport the engine by the fastest available means. Accordingly, Antonov requests that the duration of its exemption authority be extended through at least January 31, 2003.

In regards to your upcoming decision for essential air service at Moab and Vernal, Utah, Salt Lake City strongly urges you to select a provider that will route air service to these communities through Salt Lake City International Airport. The current service to Moab and Vernal is routed through Denver, which has proven to be unsatisfactory to those communities. As the capital city for the state of Utah there is naturally an ongoing community of interest and need for access to the many governmental functions located in Salt Lake City. Salt Lake City is also the administrative headquarters of the Church of Jesus Christ of Latter-day Saints as well as numerous businesses and corporations, which generate significant travel demand within the state. 

The Delta hub at Salt Lake City International Airport provides connections to the intermountain west as well as both east and west that can support and sustain service to Moab and Vernal. Salt Lake City International Airport also is served by the Southwest Airlines and Jet Blue Airlines, which offer low fare alternatives for travel beyond Salt Lake City. The program's goals would be best served by tapping into the natural, local travel between Moab and Vernal as well as the connecting traffic beyond Salt Lake City.

Passenger Manifest Information

OST-98-3305 January 27, 2003 Supplemental Statement of Varig on Information Collection and Transmission Airline Passenger Manifest Information

VARIG has changed its procedures for collection of passenger manifest information. The new procedure requires that all passengers complete a form with their full name and emergency contacts on the back of the boarding passes, after check-in but before boarding. These cards are collected from the passengers and maintained at the boarding station until the flight arrives at its final destination.
