GEAE urgently needs to deliver this GE90-115B engine to Seattle for reinstallation on a B-777-300ER airplane, a newly designed extended range derivative of the Boeing 777, which is currently undergoing an extensive flight test program. The timely delivery of this engine is a critical component of the overall flight test schedule. Shipment of the engine by either truck or rail would take at least ten days, resulting in costly delays that would impose unnecessary hardship on GEAE and Boeing. Thus, GEAE has determined that the urgent need for the engine to reach Boeing's facilities on a timely basis constitutes an emergency requiring the GE90-115B engine to be transported from Columbus to Seattle by air. Due to the outsized nature of the cargo, the only commerciallyavailable aircraft capable of transporting the fully assembled engine is the AN 124-100.

90-day Notice of Atlantic Southeast Airlines, Inc. pursuant to Part 323, of its intent to terminate all of its service at Texarkana, Arkansas after April 30, 2003.
By
Order 84-5-78 issued by the Civil Aeronautics Board on May 22, 1984, the Board
determined essential air service for Texarkana as at least two daily nonstop
roundtrips to Dallas/Ft. Worth and Memphis providing in the aggregate at least
80 available seats inbound and 80 available seats outbound if aircraft of nine
or fewer seats are used and 62 seats in each direction if aircraft with 14 or
more seats are used. By Order 84-10-54, issued October 12, 1984, the Board
allowed Scheduled Skyways to discontinue its Texarkana - Memphis service,
effectively removing the Memphis hub from the EAS determination for the point.
Texarkana currently receives service from American Eagle, in addition to ASA.

requests renewal of the exemption authority granted to it by the Department of
Transportation (the "Department") in the above-captioned dockets
permitting Polynesian to perform scheduled foreign air transportation between:

Docket OST-95-791: Apia, Samoa and Pago Pago, American Samoa and
beyond to Rarotonga, Cook Islands and Papeete, Tahiti;
(ii)
Docket OST-95-806: Apia, Samoa,
and Honolulu, Hawaii;
(iii)
Docket OST-96-1687: Apia,
Samoa, and Los Angeles, California;
(iv)
Docket OST-98-3631: Maota, Samoa and Pago Pago, American Samoa; and
(v)
Docket OST-2001-9313: Honolulu, Hawaii, and Auckland, New Zealand, via Apia,
Samoa.
Polynesian
also requests renewal of its exemption in Docket OST-2002-11657 permitting it to
operate charter flights pursuant to Part 212 of the Department's regulations.2
Polynesian requests renewal of these exemptions for a one-year period on their
existing terms and conditions. Polynesian relies on the provisions of the
Administrative Procedure Act and Part 377 of the Department's Procedural
Regulations to continue its existing authorizations in these dockets in force
pending a final decision on this renewal application.
Polynesian currently operates frequent daily flights between (i) Apia, Samoa and Pago Pago, American Samoa; and (ii) Maota, Samoa and Pago Pago, American Samoa utilizing Twin Otter aircraft. Polynesian also provides scheduled service between Apia and Honolulu with service to Tonga and Auckland. These flights are operated weekly with Polynesian's B737-800 aircraft and crews.
Hawaiian Airlines has previously been authorized by the Government of Samoa to conduct operations between Apia and Los Angeles via Pago Pago and Honolulu. Samoa Air is also authorized by the Samoan Government to operate between Apia/Maota and Pago Pago. Samoa Air currently provides service between these cities. United Air Lines also provides service between Apia and Los Angeles pursuant to its codeshare arrangement with Air New Zealand.

This letter responds to the Department's Information Request, dated December 27, 2002, in connection with the applications of Victory Air Transport, Inc. which are pending in Dockets OST-2002-14027 and 2002-14028. Victory's response follows the order of questions in the Department's Information Request and restates each question.
The Boeing 737-2V6 which Victory proposes to use has been advertised for sale for approximately two years prior to Victory's commencement of the DOT application process. The demand for used Boeing 737-200 aircraft has been negatively affected by a weakened economy and the reaction of airlines to keep newer aircraft in their fleet so as to minimize maintenance, repair and parts costs. Consequently, the market value of the Boeing 737-2V6 has declined significantly. The aircraft lease agreement between SAS and Victory provides that if SAS desires to sell the aircraft and terminate the lease, SAS is obligated to lease to Victory a reasonably equivalent aircraft.
