Exemption pursuant to 49 U.S.C. section 40109(g) to operate one one-way cargo charter flight from Columbus (Rickenbacker Airport), OH, to Seattle/Boeing Field, WA, during the period January 11-18, 2003, using its AN-124 aircraft to transport one outsized GE90-115 aircraft engine and related tooling and components. Antonov stated that General Electric Aircraft Engines (GEAE) urgently required delivery of the engine for reinstallation on a newly designed Boeing-777-300ER airplane, and that timely delivery of the engine is a critical component of the overall flight test schedule. It further stated that the size of the engine, and the distance involved, foreclose the use of surface transportation for timely delivery; that in order to avoid undue delays, shipment by air was essential; and that because of the size of the cargo transportation on U.S. carrier aircraft was not possible.

Delta urges the Department to proceed expeditiously with needed changes
to the outdated CRS rules. Delta opposes the proposed hearing procedure
suggested by Sabre since it is not required under the Administrative Procedure
Act and would add significant cost, complexity and delay to the rulemaking
process. Although certain of the information and data relied on by the
Department in the NPRM is out-ofdate, Delta expects the Department will
carefully evaluate the factual information and analysis
provided by commentators in response to the NPRM as it evaluates making proposed
revisions to the CRS rules.

Kalitta
Air proposes to serve East Midlands, United Kingdom and Amsterdam, The
Netherlands, beginning March 19, 2003. Service will be provided on the following
routing and frequency: Three weekly flights New YorkEast Midlands (EMA)-Amsterdam
and return either to New York or Chicago; and two weekly flights Chicago-East
Midlands-Amsterdam-New York. Operations would be conducted with Boeing 747-200F
aircraft currently in the carrier's fleet, or with 747-200F or 747-400F aircraft
it may acquire.
Kalitta Air recognizes that the U.S.-U.K. Air Transport Services Agreement limits the transportation of Fifth Freedom cargo at U.K. points, and accordingly, unless and until the carrier is able to obtain such rights in the future, it will load and offload only Third and Fourth Freedom traffic at EMA. U.S.-bound traffic from the U.K. will be transported over Amsterdam, and U.S.-Netherlands traffic over EMA, on a blind-sector basis.
Its scheduled service to Hong Kong has been extremely successful, and the carrier has become one of the largest transporters of Hong Kong-U.S. freight by weight carried. The carrier is operating profitably domestically and internationally, and has undertaken a significant increase in its B-747 fleet over the past several months.

Hereby applies for renewal of its exemption enabling UPS to integrate its existing authority to provide scheduled foreign air transportation of property and mail under its certificates of public convenience and necessity and its currently held exemptions and any certificate or exemption authority it may be granted in the future, so as to permit foreign air transportation services involving any points named on its certificates and exemptions.
