Order 2002-3-31 is prohibiting Air Midwest, Inc., d/b/a US Airways Express (Air Midwest), from terminating its unsubsidized service at Salina, Kansas; (b) requiring the carrier to maintain service between the community and Kansas City, Missouri, for an initial 30-day period following the end of the notice period; and (c) requesting proposals from carriers interested in providing replacement service at the community. Proposals due April 23, 2002.
Salina is guaranteed to receive at least a minimum level of air service under the Essential Air Service (EAS) program by virtue of the fact that it received service from a certificated carrier on October 24, 1978, the date the Airline Deregulation Act of 1978 was signed into law. (See 49 U.S.C. 41731-41742 for the EAS program's governing statutes.) On January 23, 2002, Air Midwest filed a 90-day notice of its intent to suspend its unsubsidized scheduled air service at Salina, effective on April 24, 2002. Air Midwest is the only carrier serving the Salina community. Air Midwest's service consists of two daily nonstop and one daily one-stop round trips to Kansas City International Airport. Air Midwest uses 19-seat, Beech 1900.-D turboprop aircraft to serve the community.

The order also provides for objections or competing proposals from other interested carriers. Interested persons having objections to the selection of Air Midwest and Great Lakes are to file such objections or competing proposals no later than 20 days from the date of service.

Part 212. The carrier also requests, pursuant to 14 C.F.R. Part 222, a statement of authorization to conduct intermodal cargo services between any U.S. point (as authorized by the requested exemption authority) and any other U.S. point.
TNT Airways is a Belgian flag carrier headquartered at the Liege, Belgium airport, its primary hub and home of the TNT European Express Center, which provides a transport and logistics base for affiliated companies. The airline was founded in July 1999 and today operates a fleet of 11 BAe-146 and 4 A-300B4F aircraft to provide cargo and express service at 53 European airports. The company's ultimate parent is TNT Post Group N.V., a Dutch company listed on the Amsterdam, Frankfurt, London, and New York stock exchanges with 2001 revenues of Euro 11.21 billion (approximately US$9.9 billion). TPG is a global provider of mail, express and logistics services and formed TNT Airways primarily to ensure safe, reliable and cost-effective air service for various TPG companies. TPG now seeks to make this same type of service available to U.S. customers, including those of its existing U.S. operations, such as Jacksonville, Florida-based TNT Logistics North America.
TNT Airways plans to use this authority initially to operate weekly, scheduled or non-scheduled, all-cargo service between Liege, Belgium and New York, New York via Reykjavik, Iceland, utilizing A-300B4F aircraft.
