Hereby requests a statement of authorization permitting it to engage in codeshare operations with QANTAS Airways Limited. Under the carriers' agreement, QANTAS will place its two-letter designator code on certain flights operated by Alaska between QANTAS' Los Angeles gateway and Calgary, Canada. Alaska and QANTAS intend to begin codeshare service on this route on May 14, 2002. Alaska thus requests immediate approval so that the carriers may begin advertising the codeshare service as soon as possible.

It is imperative for the future of commercial air service at Lancaster that the Department use its discretion to apply the "most commonly used highway route". We urge the Secretary to apply this standard for all of the reasons set forth herein, including the fact that Lancaster has never received subsidy under the EAS program and it is only since September 11, 2001 that such assistance has been needed. In addition, implementation of the "most commonly used highway route" standard as anticipated by Public Law 106-181 will meet the policy considerations expressed in the Secretary's February 15, 2002 Order addressing emergency essential air service after September 11, 2001 and provide the assistance to ensure that Lancaster does not lose air service for the first time in over fifty years.

KLM exel applies for a statement of authorization pursuant to Part 212 of the Department's regulations permitting it to place the Continental CO* code on KLM exel flights. KLM exel codeshare service with Continental will expand airline competition on international routes and benefit passengers and shippers by allowing Continental to provide online service between points it serves in the U.S. and points KLM exel serves in Europe. Given the longstanding tradition of U.S.-Netherlands "open skies," KLM exel and Continental urge the Department to grant this application promptly so the Continental/KLM exel codesharing can begin as soon as possible.

In issuing Order 2002-3-14, we inadvertently failed to
include a footnote in ordering paragraph 1 verifying that, in addition to
transferring and reissuing the interstate scheduled passenger certificate of
ExpressJet Airlines Inc. d/b/a Continental Express to New ExpressJet Airlines,
Inc. d/b/a Continental Express, we considered all designation and code-share
authority set out in footnote 2 to the order to be transferred and reissued as
well. Therefore, ordering paragraph 1 to Order 2002-3-14 is changed to read:

For renewal and amendment of its Certificate of Public Convenience and Necessity for Route 748, authorizing Federal Express to provide scheduled foreign air transportation of property and mail between points in the United States, on the one hand, and points in Colombia, on the other hand, via intermediate points, and beyond Colombia to points in the western hemisphere, as described in this application.
Federal
Express requests that its amended U.S.-Colombia Certificate for Route 748 be
renewed for an indefinite term, consistent with the "open skies"
provisions of the recently-amended U.S.-Colombia bilateral agreement. Federal
Express further requests authority to operate its services between the U.S. and
Colombia in conjunction with other scheduled all-cargo services operated by
Federal Express between the U.S. and points in Central and South America,
Mexico, Canada, Europe, the Middle East and Africa, subject to existing
bilateral provisions. Finally, Federal Express requests that this application be
processed pursuant to the expedited non-hearing procedures established in
Subpart B of the Procedural Regulations of the Department.
At the present time, Federal Express operates five all-cargo flights a week between the U.S. and Colombia, utilizing B-727-200 freighter aircraft having a payload capacity of 49,000 pounds. Those flights are operated between Memphis and Miami and Bogota, Colombia via intermediate and beyond points over the following routing: Miami-Valencia-Bogota-Panama City-Memphis. That line-haul service between Colombia and the major United States freight sorting and flight operations hub of Federal Express in Memphis enables Federal Express to provide air express and expedited air freight service between Colombia and the entire United States, and between Colombia and points throughout the Western Hemisphere portion of the worldwide operations of Federal Express. Federal Express anticipates that it will make no immediate changes in its existing U.S.-Colombia flight schedules following the grant of this application, although Federal Express anticipates that it will expand its total flight operations serving Colombia in response to increases in air express and air freight traffic stimulated by the more liberal aviation bilateral regime between the U.S. and Colombia, and resulting from the ongoing vigorous marketing and promotional efforts of Federal Express.

Taquan Air's two-year contract will expire on March 31, 2002, and our normal procedure at this point would be to negotiate a new rate with Taquan Air and issue a "show-cause" order tentatively selecting the carrier for a new two-year rate term. Other carriers would have the opportunity to object to our tentative selection and to file competing proposals. If competing proposals were filed, the Department would then process a formal carrier selection case. However, the Department recently has become aware of other carriers that are interested in providing essential air service at Hydaburg. In view of this, it is more efficient to forego the show-cause process and immediately initiate a formal carrier selection case by issuing an order seeking replacement service proposals to serve Hydaburg. While we conduct this carrier selection proceeding, Taquan will continue to provide the service required by Order 2000-3-23 until we conclude the proceeding.
