By this application, Aeromexico seeks an exemption to engage in scheduled foreign air transportation of persons, property and mail between Mexico City, Mexico and El Paso, Texas. Aeromexico proposes to offer daily nonstop service in the market with MD-80 Series or other appropriate aircraft. Aeromexico's proposed service will provide travelers with first nonstop nonstop service in the Mexico City-El Paso market. Consequently, the proposed service clearly will provide significant benefits for U.S.-Mexico passengers and shippers.

90 Day Notice To Terminate Scheduled Air Service 90 Day Notice To Terminate Scheduled Air Service;  Staunton, Virginia- Pittsburgh, Pennsylvania

Air Midwest, Inc., a Mesa Air Group subsidiary, intends to discontinue scheduled non-subsidized Essential Air Service between Staunton Virginia, and Pittsburgh Pennsylvania, effective April 1, 2002. Air Midwest, Inc. is currently operating three daily round trips using Beech 1900D aircraft.

Although Air Midwest would prefer to continue providing scheduled air service to the Shenandoah Valley, the substantial cost increases resulting from increased federal regulations for regional carriers makes it impossible to continue without an EAS subsidy. The absence of any subsidy requires Air Midwest to advise the city of Staunton that scheduled air service will be discontinued. We are willing to discuss possible alternatives, but will need to hear from you as soon as possible.

At present, Air Midwest is providing the only scheduled air service in Staunton. Air Midwest is hereby providing public notice of said intention to terminate scheduled air service with the expiration of the 90-day notice as required. Air Midwest will make all required notifications as outlined in 14 CFR United States Code section 323.7.

Per your telephone with General.Manager, Hob Cannon, effective 90 days from this date F. S. Air Service, Inc, will cease scheduled service between Anchorage and Seward, Alaska. , Mr. Cannon will provide DOT with the statistics in the near future. The. BAS supplemental income to this route has become less and less sufficient over the years. The escalating insurance premiums, fuel, employee packages and lack of passenger travel are a factor in our decision to discontinue service. It was a pleasure working with you and we are hopeful of working with you in the future.

The absence of any subsidy requires Air Midwest to advise the Department of Transportation that scheduled air service will be discontinued.

At present, Air Midwest is providing the only scheduled air service in Salina, Kansas. Air Midwest is hereby providing written notice of said intention to terminate scheduled air service with the expiration of the 90-day notice as required. Air Midwest will make all required notifications as outlined in 14 CFR United States Code section 323.7.

By this application, United seeks to renew each of the above-detailed exemption authorities for a minimum period of two years or until the Department grants United's corresponding applications for a certificate of public convenience and necessity, as amended, currently pending in Dockets OST-95-625, OST-98-3853 and OST-99­6385. United also requests that the Department give each of the above-detailed exemption authorities a common expiration date so there will not be a need for multiple renewals.  In the case of United's exemption in Docket OST-99-5097 to serve Windhoek, Namibia, via points in Germany, United requests an amendment to include the right to operate via any intermediate points in third countries which United is authorized to serve. Such an amendment would give United additional flexibility to serve Windhoek consistent with its broad exemptions in other markets.

As Gemini advised in its Application of January 17, 2002, in this docket seeking an extension of its startup deadline, Gemini is waiting to receive from the General Directorate of Civil Aviation the authorization required under Part 129 of Ecuadoran aviation regulations (or under a waiver from Part 129) for Gemini to start scheduled all-cargo flights to Ecuador. Gemini expects to receive this authorization imminently. Gemini requires this authorization in order to exercise the permit that the "Consejo National de Aviaci6n" (National Aviation Council) of Ecuador granted Gemini on January 11, 2002.

The DGAC has granted Gemini authority to operate two charter flights to Ecuador. Gemini will use this authority if it does not receive the DGAC authorization in time for it to satisfy its commercial requirements with scheduled flights.
