Scheduled foreign air transportation of property and mail between the terminal point Dayton, Ohio, and the terminal point Monterrey, Mexico, and to combine this authority with Emery's certificate authority to serve Laredo-Monterrey and Dayton-Mexico City. Emery proposes to serve the market using B-727 aircraft operated by Ryan International Airlines.
Emery states that its Dayton-Monterrey route has been dormant for more than 90 days, but that it plans to resume service in the market on April 24, 2001. Under these circumstances, Emery requests that the Department waive the requirement to file such notice at this time.

(I) a statement of authorization under 14 C.F.R. 212 permitting Transavia to transport persons, property and mail under Northwest's designator code on Transavia's scheduled flights between Amsterdam, the Netherlands, on the one hand, and Catania. Naples and Florence (Pisa), Italy; Faro, Funchal and Oporto, Portugal; Casablanca. Morocco; Kathmandu, Nepal; and Sharjah, United.Arab Emirates, on the other hand; and
(II) an exemption from 49 U.S.C. 41101 permitting Northwest, pursuant to a codeshare agreement with Transavia, to engage in scheduled foreign air transportation of persons, property and mail between points in the United States, on the one hand, Kathmandu, Nepal, and Shaijah, United Arab Emirates, on the other hand, via Amsterdam, the Netherlands.
Under the codeshare agreement between Transavia and Northwest, Transavia will operate with Transavia's aircraft and crews the Amsterdam-Europe/Africa/Asia segments of certain U.S. -originating and U.S.-destined Northwest/KLM Alliance-operated flights displaying the "NW" code. As to flights carrying the Northwest code, the Northwest/KLM Alliance will operate the U.S.-Amsterdam segments, and Transavia will operate the Amsterdam-Europe/Africa/Asia segments. Transavia will not operate its aircraft to any U.S. point under the codeshare agreement, and does not intend to offer scheduled transportation under its code in the U.S-Amsterdam market.
