DHL INTERNATIONAL E.C. AND DHL AIRWAYS, INC. Pursuant to 49 U.S.C. § 40109 and 14 C.F.R. Part 212, DHL International E.C. ("DHLIEC") and DHL Airways, Inc. ("DHL Airways") (together, "Joint Applicants") hereby submit this joint application to renew certain exemption authorities and a statement of authorization issued in the above-captioned dockets, that together enable DHL Airways to offer online all-cargo service between the United States and Bahrain, Kuwait and Dubai via Brussels on a code share basis. Specifically, the parties apply as follows:
DHLIEC applies to renew its exemption authority and statement of authorization, granted in Docket OST-99-5470, authorizing it to display the designator code of DHL Airways on all-cargo flights conducted by DHLIEC between Bahrain and Brussels, Kuwait and Dubai, subject to the condition that all DHLIEC flights carrying the DHL Airways code be operated under an authorized wet lease from a duly authorized and properly supervised U.S. or foreign carrier.
DHL Airways applies to renew its exemption authority, granted in Docket OST-2000-6937, to conduct scheduled foreign air transportation of property and mail between the United States and Kuwait, which authority is integrated with its certificate authority to serve Brussels, Bahrain and Dubai.
DHLIEC has not yet commenced carrying DHL Airways code on its services to Kuwait. As noted above, because Bahrain has yet to receive an IASA rating, DHLIEC is permitted to carry DHL Airways' code only on services operated for DIHLIEC under wet lease. DHLIEC currently does not have a wet leased aircraft available to operate to Kuwait. The Joint Applicants nonetheless here seeks to renew their authority with respect to Kuwait to enable them also carrying the ER code. As required by the Department, all DHLIEC services carrying the DHL Airways ER code are operated by Nordstress Australia Pty., Limited, a carrier of Australia, a country that has received a Category I IASA rating. These online services have been well-received by the shipping public and enable DHL Airways to compete more effectively with its competitors. No material changes have occurred with respect to the abilities of either DHLIEC or DHL Airways to provide these services. The renewal of these authorities is clearly consistent with the public interest.

VARIG has changed its procedures for collection of passenger manifest information. In order to comply with new requirements of the Departamento de Avia~do Civil of Brazil (DGAC Portaria 18), applicable to all commercial flights to, from and within Brazil, VARIG, for all stations in Brazil boarding flights bound for the United States, for all stations in other countries boarding flights bound for the United States (currently Tokyo and Nagoya), as well as for all flights departing from the United States (currently New York, Miami and Los Angeles), solicits and collects the required information using a special card that is attached to the boarding pass of each passenger.
After check-in but before boarding, these cards are collected from the passengers and maintained at the boarding station until the flight arrives at its final destination. A sample of the cards being used is annexed hereto as Exhibit A.

Hanscom Field is a nonhub airport. It was without commercial service until September 1999, when Shuttle America launched four daily nonstop flights to Trenton, NJ. The market area includes the booming high-tech corridor along Route 128 and a growing residential population in excess of one million people. Since then, the market has grown to ten daily departures with nonstops to Trenton, Buffalo, New York and Greensboro, North Carolina. Service to New York's LaGuadia Airport is the number one requested market from existing Shuttle America customers, whose access to Boston's Logan airport has been made difficult, expensive and time-consurming by growing traffic congestion, constricted parking and legendary "Big Dig" delays in conjunction with the highway/airport construction.
Shuttle America requests 14 slot exemptions for the following arrival and departure times for services between Hanscom Field and LaGuardia Airport.
07:00, 07:00, 08:00, 10:00, 10:00, 11:00, 12:00, 12:00, 13:00, 15:00, 16:00, 17:00, 21:00, 21:00
Shuttle America projects that the slot exemptions would provide service for 150 passengers per day each way which would amount to approximately 45,000 passengers annually, given weekend service reductions. For Hanscom Field, these flights are the first nonstops to LaGuardia and provide convenient access to the New York market, a valuable services to the traveling public.

US Airways hereby seeks a two-year renewal of this CLT-LGW exemption authority. US Airways is currently providing daily nonstop service in this market, utilizing widebody 200-seat B-767 aircraft. Later this month, US Airways will upgrade its Charlotte-London (Gatwick) service to widebody 261 -seat A-330 aircraft. Renewal of US Airways' exemption will serve the public interest. US Airways is the only U.S. carrier offering nonstop service between Charlotte and London, and it competes directly with British Airways' nonstop Charlotte-London service. In addition, through its mainline and Express operations at its Charlotte hub, US Airways provides convenient, on-line connecting service to London from a significant number of southeastern U.S. communities, thereby supporting commerce and tourism between London and the many communities served by US Airways' expansive Charlotte network.

Midwest Express Airlines, Inc. hereby certifies, in accordance with the provisions of 49 U.S.C. § 41716(b), DOT Order 2000-4-10 (issued on April 14, 2000) and FAA Notice dated November 29, 2000 (FAA Docket No. FAA-2000-8278), that, commencing on January 31, 2001, it intends to utilize four (4) daily slot exemptions at New York LaGuardia Airport to operate daily roundtrip flights between LaGuardia, on the one hand, and Kansas City International Airport (MCI) in Kansas City, Missouri and General Mitchell International Airport (MKE) in Milwaukee, Wisconsin, on the other hand.
By lottery held on December 4, 2000, the FAA awarded Midwest Express eight (8) daily slots at LaGuardia. This filing is for four of those slots. The other four slots were assigned by Midwest Express to its code share affiliate carrier, Astral Aviation, Inc. d/b/a Skyway Airlines. Skyway is contemporaneously filing herewith a separate certification for the four slots assigned to it.
As of the date hereof, Midwest Express holds or operates fewer than twenty (20) slots and slot exemptions at LaGuardia inclusive of the eight (8) lottery slots obtained by Midwest Express on December 4, 2000. Four of the eight slots obtained in the lottery have been assigned by Midwest Express to its affiliated code-share carrier, Skyway Airlines.

Subsequent to that lottery, Delta authorized Atlantic Coast Jet to use the nineteen identified slots in conjunction with Delta Connection carrier services at New York's LaGuardia airport.
