Renewal of this authorization would enable Air Canada to continue to display the Lufthansa "LH" airline designator code on Air Canada flights operated between points in Canada and points in the United States. Lufthansa offers service from Germany to several points in Canada. Under the agreement between Air Canada and Lufthansa, Lufthansa holds out service to points in the United States beyond its Canadian gateways by placing its "LH" designator code on transborder services currently operated by Air Canada, or on services which Air Canada might introduce in the future. Lufthansa does not hold out Fifth Freedom services on local U.S.-Canada segments.

Scenic will begin scheduled service on a small scale. It currently operates on-demand air service at Dillingham to Clark's Point, supplementing the scheduled service of several other carriers. Scenic will begin service with one round trip a day, three days a week, anticipating startup prior to the summer commercial fishing season. Scenic will continue to offer general air taxi and charter service.

American Airlines, Inc. hereby applies for the additional U.S.-France third-country codeshare opportunity that becomes available on April 1, 2000 under the U.S.-France Air Transport Agreement. American requests this opportunity in order to engage in third-country codeshare operations between the U.S. and France, via points in Switzerland, with Swissair. As of April 1, 2000, the U.S. may designate three U.S. carriers to provide codeshare services with a total of six partnerships with third-country airlines. The three designated carriers are United, Northwest, and American. Four such partnerships have been awarded -- United/Lufthansa (Order 98-6-5, June 4, 1998); Northwest/KLM (Order 98-6-5) and Northwest/ Alitalia (Notice of Action Taken, OST-99-6537, February 3, 2000); and American/Sabena (Notice of Action Taken, OST-99-6540, February 3, 2000).

Delta has been aggressively seeking expansion opportunities in South America and rapidly developing Atlanta as a major competitive gateway for service to Latin America. The recent MOC provides the Department with a valuable opportunity to inject Delta as a strong new network competitor to Colombia and to establish Atlanta as a new competitive U.S. gateway to Colombia. Grant of authority to Delta will improve the market structure to Colombia and help improve the overall market structure to Latin America by helping Delta’s efforts to achieve parity with its three larger U.S. carrier rivals. Delta requests that it be issued a certificate and frequencies authorizing Atlanta-Colombia nonstop service as soon as possible and that such authority be granted for an indefinite term. Delta further requests route integration authority to permit Delta to combine its Colombia service with all other Delta services authorized by certificates and exemptions, to the extent permitted by applicable international agreements.
The new MOC provides for an additional seven weekly frequencies, which can be used immediately on any route except Miami and New York/Newark. Delta hereby requests seven weekly combination frequencies to allow it to operate daily roundtrip Atlanta-Bogota service, and hereby further moves to consolidate this request with its pending Atlanta-Bogota certificate application.

As pointed out in their support of TWA's extension request last year, the St. Louis Parties have been attempting for a long time to obtain U.S. carrier nonstop service to Japan. The current award to TWA provides that opportunity and it is essential that such authority be preserved to ensure that the St. Louis market area finally gains the access to Japan it urgently needs.
