Hereby requests renewal of the exemption authority granted to it by the Department of Transportation in the above-captioned docket to perform scheduled foreign air transportation of persons, property and mail between San Luis Potosi, Mexico and San Antonio, Texas. Mexicana requests renewal of this exemption for a one-year period on its existing terms and conditions. Mexicana relies upon the provisions of the Administrative Procedures Act and Part 377 of the Department's procedural regulations to continue its existing authorization in force pending a final decision on this renewal request.
Mexicana currently offers once weekly nonstop service in the San Luis Potosi-San Antonio market through a codeshare arrangement with Transportes Aeromar S.A. de C.V. Transportes Aeromar is the operating carrier and Mexicana is the codesharing carrier.

Hereby requests an exemption from 49 U.S. C. § 41101 and any other provision of the Department's rules to the extent necessary to enable Sun Country to provide scheduled foreign air transportation of persons, property and mail between certain points in the United States, on the one hand, and points in Mexico, on the other hand, as shown in Exhibit A attached hereto. Sun Country plans to begin service on May 22, 2000 but requests that the Department grant an exemption effective immediately to permit Sun Country to engage in necessary advance marketing and sales activities in these new international markets.
Sun Country believes that there is no United States air carrier now providing such nonstop transborder services between DFW-CZM, DFW-ZIH, SAT-CUN, SAT-CZM, AUS-CUN and AUS-CZM. Sun Country also believes that there is only one United States air carrier now providing such nonstop transborder services between IAH-CUN, IAH-CZM, IAH-PVR, DFW-CUN, DFW-SJD, DFW-PVR and DTW-CUN. As to these latter city pairs, Sun Country requests that it be designated the second United States air carrier to operate nonstop transborder services with its own aircraft in accordance with the Double Designation provisions of the governing bilateral agreement.
