Pursuant to discussions among United Air Lines, Inc. and the above referenced applicants, the applicants have agreed to an extension of the date for an answer by United in these proceedings. Under the Department's rules, an answer to Aer Lingus' application in Docket OST-00-6728 would be due today, January 14, 2000 and to the American and Aer Lingus applications in Dockets OST-00-6725/26 on January 19 and 20, 2000, respectively. By agreement of the applicants, the date for a United answer to all pleadings may be extended to February 2, 2000. This extension is intended to allow all interested parties to seek an accommodation on certain issues raised by these applications

Notice of Action Taken 1998 U. S. - Japan Combination Services Proceeding

By Order 99-4-4, the Department granted certificate authority to Hawaiian to provide service between Maui and Tokyo, and allocated it seven weekly frequencies to operate this service. The frequencies are subject to the condition that they will expire automatically and revert to the Department for reallocation if they are not used for a period of 90 days. Under the terms of the order, the frequency allocation would expire March 31, 2000, i.e. 90 days after Hawaiian's proposed start-up date of January 1, 2000. Hawaiian seeks a waiver of the 90-day dormancy condition for two years, i.e. until January 1, 2002. It states that the necessary slots at Tokyo's Narita Airport are not available for the inauguration of its Maui-Tokyo service. Furthermore, it states that the economic conditions in Asia make it necessary to delay its proposed service at this time.

Northwest proposes to engage in foreign air transportation between the United States and Lagos and Kano, Nigeria. As set out in its 1993 application, Northwest proposes to serve these markets via Amsterdam utilizing its codeshare arrangement with KLM, under which KLM will operate aircraft carrying Northwest's code on the Amsterdam-Nigeria segments. KLM currently offers two weekly nonstop roundtrip flights between Amsterdam and Kano and six weekly nonstop roundtrip flights between Amsterdam and Lagos. In addition, Northwest also proposes to serve the U.S.-Lagos market via Rome and Milan, Italy, pursuant to its code-share arrangement with Alitalia, under which Alitalia will operate aircraft carrying Northwest's code on the Milan-Lagos and Rome-Lagos segments. Alitalia currently offers one weekly direct roundtrip flight between Rome and Lagos and two weekly direct roundtrip flights between Milan (Malpensa) and Lagos. Accordingly, Northwest hereby amends, to the extent necessary, its application in former Docket 49074 to include authority to provide scheduled foreign air transportation from the United States to Lagos pursuant to its code-share arrangement with Alitalia.
