Bellview proposes to commence operations between New York's John F. Kennedy International Airport (JFK) and Lagos, Nigeria's Murtala Muhammed International Airport (LOS) with two non-stop, round-trip flights per week. It would use Boeing 747-300 equipment configured with 16 first-class seats, 40 business-class seats and 248 Y-class seats, for a total of 304 seats per flight. Bellview already has an office in New York and with its excellent reputation in Nigeria, is well positioned to operate profitably in this market. Bellview notes that United Airlines has applied to codeshare with Lufthansa between the U.S. and Lagos over Frankfurt. However, British Airways is now the dominant carrier in this market and Bellviev,`s service will provide important nonstop competition for BA at substantially lower fares. This service will enable thousands of consumers to travel between these countries who now cannot afford the prohibitively expensive fares.

Bellview, a privately owned limited liability company under the Nigeria Company Allied Act of 1962, is currently the largest and most successful airline in Nigeria. The Company, which is licensed by the Nigerian Government to operate passenger and cargo services, commenced business in 1989 as a travel agency. In 1992, Bellview began domestic charters with an executive jet (Yak 40). Within one year it undertook to expand its operations to include domestic scheduled service using two wet leased DC 9-32s. In November 1997, Bellview was granted authorization by the Nigerian Government to perform international air transportation on a scheduled and charter basis. To operate these services it dry-leased an Airbus A300-6008. Today, Bellview's fleet includes the Airbus 300-6008, two DC 9-32's and a Boeing 727-200 aircraft. It is the only Nigerian airline operating intercontinental service. Within the next several months the Company will upgrade its domestic fleet with three 737-400 aircraft. Prior to the anticipated February startup of service to the United States and United Kingdom the Company will lease a Boeing 747-300.

JAS seeks renewal of the exemption in order to maintain its scheduled operations between Tokyo and Honolulu. JAS has the necessary operating authority from the Civil Aviation Bureau of Japan and has been designated by the Japanese government to provide the service in accordance with the Civil Air Transport Agreement between Japan and the United States, signed August 11, 1952, as amended, with the Memoranda of Understanding signed by representatives of the United States and Japan on November 6, 1989, and April 20, 1998. Renewal of the exemption is therefore in the public interest.
