AFX requests an exemption to engage in scheduled foreign air transportation of property and mail as follows: between London (operating from Heathrow, Gatwick or Stansted airports) and New York, in either direction between Prestwick and New York, in either direction 'between Glasgow and New York, in either direction between Manchester and New York, in either direction charter flights between the United Kingdom and the United States, in either direction, as authorized pursuant to Part 212 of the Department's regulations. Initially, commencing on or about April 15, AFX will provide twice weekly scheduled all-cargo service between London Heathrow in the United Kingdom and New York (JFK) in the United States. These flights will be operated with Boeing B747-200 freighter aircraft.

As United has previously noted, American could easily act on its convictions about the merits of increasing service to Gatwick. Even if American shifted one daily frequency from Heathrow to Gatwick for the entire summer season, it would still outschedule United on the Chicago-Heathrow route. That American has failed to do this indicates that perhaps, like the Department, American is not persuaded that the increased service and competitive benefits of once-daily Gatwick service outweigh the benefits of additional competitive service at Heathrow, the airport through which both [United and American] have chosen to concentrate their Chicago-London service.

DHL International E.C. currently provides six (6) scheduled all-cargo flights per week between Bahrain and Brussels utilizing a wet leased B757F aircraft identified by DHL International E.C.'s airline designator code "ES". These flights are operated for DHL International E.C. by Nordstress under a wet lease agreement. It is proposed that the applications hereunder are granted these flights would continue, but-they would also carry DHL Airways' airline designator code "ER", so that DHL Airways could contract to carry property and mail under its own cede between New York and Bahrain via Brussels. The New York-Brussels flights would be operated by Gemini Air Cargo, Inc., under a code-sharing agreement with DHL Airways, and the Brussels-Bahrain flights would be operated by Nordstress under wet lease for DHL International E.C., under the latter's codesharing agreement with DHL Airways.

The purpose of this supplement is to notify the Department that Northwest no longer intends to implement code-sharing on Alaska Airline's flights in the following U.S.-Mexico markets: Los Angeles, California-La Paz; Los Angeles, California--Ixtapa; San Jose, California-San Jose del Cabo; and San Jose, California-Puerto Vallarta.

Polar takes no position on whether the Department should renew the exemption authority of an airline that has ceased all operations. Even if Southern Air's exemption were renewed, however, the dormant authority would provide the holder no more right to commence service to Colombia than any other carrier. It is long-standing Department policy that dormant route authority does not provide the holder a preference in starting new operations in a limited entry market. . In addition to Southern Air's dormant designation, there is a second designation for all-cargo service that has been available under the U.S.-Colombia Air Transport Agreement since September 1, 1998. That designation is the subject of the pending U.S.-Colombia All-Cargo Services proceeding, where Polar is one of only two remaining applicants.' The importance that Polar attaches to this route is the basis for Polar's persistence in pressing for an expeditious resolution of the case and grant of the authority in question.

Rate levels were increased from Tunisia between five and twenty percent (a re-adoption of previously proposed increases that were withdrawn after approval was not received from the government of Tunisia), rates were adopted from India based upon rates currently in effect, and add-on rates to Bergamo were established over Milan. A number of special and general commodity rates were deleted, and general commodity rate weightbreaks were amended to meet market requirements.
