To reduce unnecessary administrative burdens, American requests renewal for an indefinite duration, consistent with American's petition for a policy statement under 14 CFR Part 399 submitted on January 29, 1998 (OST-98-3375).

Northwest and Air China entered into a Commercial Cooperation Agreement on May 12, 1998 to offer comprehensive U.S.-China code-share services. That agreement contemplated that the parties would cooperate with respect to the carriage of U.S. mail on Air China code-share flights between the United States and China. The Applicants have since decided to implement their code-share arrangement as it relates to mail and, therefore, submit this Joint Application. Because Northwest and Air China propose to commence their code-share arrangement on May 1, 1999, they respectfully request that answers to this Joint Application be filed and served no later than April 2, 1999.   Joint Application of Northwest Airlines, Inc., and Air China International Corp., for an exemption pursuant to 49 U.S.C. Section 40109(c) and Statement of Authorization pursuant to 14 C.F.R. Section 212.9, to engage in foreign scheduled air transportation of mail between New York, New York(JFK), on the one hand, and Beijing and Shanghai, People's Republic of China ("PRC), on the other hand, and (b) a statement of authorization to Air China to carry Northwest's code on it's flights between Beijing and Shanghai, on the one hand, and New York (JFK) and Chicago (ORD), on the other hand, for the purpose of transporting mail.
