American Airlines, Inc., under 49 USC 40109, hereby applies for exemption authorizing it to engage in foreign air transportation of persons, property, and mail (1) between a point or points in Japan and a point or points in the United States, either nonstop or via an intermediate point or points in third countries; (2) between any two points in Japan, limited to traffic originating or terminating outside Japan; (3) between a point or points in the United States and a point or points beyond the United States; and (4) between a point or points in Japan and a point or points beyond Japan, on a blind sector basis. American further requests the right to integrate such authority with its other certificate and exemption authority to engage in foreign air transportation. American presently holds certificate authority to operate between Dallas/Ft. Worth and Tokyo (Route 517), and between New York/Chicago/Boston and Tokyo and Dallas/Ft. Worth and Osaka (Route 752).

Supplements the above-captioned application. In its initial application for modification and reissuance of exemption authority, Cielos inadvertently failed to indicate that Alfonso Rey, Chairman of Cielos, also acts as President & Chief Executive Officer of the airline; his biographical information was provided in the application. Further, Cielos has identified a B707-359C freighter aircraft, Peruvian registration OB-1699, as the aircraft it will operate to and from the United States. The dry-leased aircraft has a payload of approximately 40,000kg and is owned by Daedalus Aviation Financing, Inc., with JB Partnership, Ltd. as Trustee.

Continental has been operating nonstop roundtrip service between San Diego and Mexico City between June and September as well as operating such service during other peak periods of the year. Thus, Continental has been-operating daily nonstop roundtrip flights with MD-80 aircraft between San Diego and Mexico City during the peak winter period ending January 10, and it will be reinstituting four weekly roundtrip flights for the peak spring period effective February 11. Continental therefore seeks the flexibility to continue offering seasonal service between San Diego and Mexico City to meet demand during peak periods without being subject to the 90-day dormancy provisions applied to non-seasonal U.S.-Mexico authority. Continental's exemption authorizing it to provide transportation of persons, property and mail between San Diego, California and Mexico City, Mexico expires March 12,1999.

Delta initially operated this service on an Atlanta-Vienna-Budapest routing, but has discontinued the single-plane service to Budapest. Although Delta is not currently providing service on the Atlanta-Budapest route, Delta seeks renewal of the exemption authority in order to retain the operational flexibility to restart service as market conditions warrant. The traveling and shipping public will benefit from Delta's ability quickly to resume Atlanta-Budapest service in response to public demand. Moreover, renewal of Delta's authority is fully consistent with the U.S.-Hungary bilateral air transport agreement. Order 97-7-19 renewed a Statement of Authorization permitting Delta to display the "OS" designator code of Austrian Airlines on flights operated by Delta between Atlanta and Vienna, and the "MA" designator code of Malev Hungarian Airlines on flights operated by Delta between Atlanta and Budapest. The Delta/Austrian arrangement is still in effect and the authority to offer such service is subsumed within the blanket code-sharing Statement of Authorization granted to Delta and Austrian Airlines on April 30, 1997. The Delta/Malev arrangement has been discontinued.

Exemption pursuant to 49 U.S.C. section 40109(g) to permit it to operate one one-way emergency cabotage cargo charter flight between Seattle, WA, and Mojave, CA, on or about January 12, 1999, using its AN-124 aircraft, on behalf of The Boeing Company, to transport one outsized wing for the Joint Strike Fighter. The applicant stated that the transportation is necessary to maintain development schedules for the armed services Joint Strike Fighter program, and to minimize the chance of damage to this one-of-a-kind piece. The applicant supplied a letter from Boeing to support its request.
