Air U.K. Limited respectfully requests that the Department amend its current exemption from 49 U.S.C. § 41301 and statement of authorization under Part 212 to enable Air U.K. to code-share with Northwest Airlines on Air U.K.'s flights between Amsterdam, the Netherlands and East Midlands, England. Air U.K. further requests that the Department grant it the amended authority on an expedited basis to allow for the planned commencement of code-sharing on the route on September 8, 1997.

Applies for an exemption from 49 U.S.C. § 41101 authorizing Northwest to provide scheduled service between the United States and East Midlands, England, via Amsterdam, the Netherlands, pursuant to a code-share arrangement with Air U.K Limited ("Air U.K.").' Northwest and Air U.K. intend to commence the proposed code-sharing covered by this application on September 8, 1997. Northwest, therefore, respectfully requests that the Department grant Northwest exemption authority on an expedited basis to enable Northwest to engage in necessary advance sales and marketing activities.

Petition for Rulemaking: Air Fares (Submitted by Consumers Union of US)

Answer of Trans World Airlines
The proposed regulation would impose enormous costs on the industry which could only result in higher fares for consumers. Under the proposed rule, each reservation and travel agent would have to discuss with the passenger in every reservation conversation both the lowest fare and average fare. Moreover, consumers will undoubtedly have additional questions when the subject is raised.

Specialty Air Service Operators of Canada and Mexico (Agricultural and Industrial Operations under NAFTA)

In this order we are finalizing our tentative findings and conclusions in Order 96-1-28, and granting Canadian and Mexican "specialty air service" operators a blanket foreign aircraft permit under 14 CFR Part 375 to conduct agricultural and industrial operations (so-called "specialty air services") in U.S. markets, to the extent that they are covered by the North American Free Trade Agreement (NAFTA), subject to certain conditions proposed in that order.

Answer from the City of
Cleveland
While Sunworld has yet to utilize its current authority to serve Cleveland, the City of Cleveland nonetheless views the carrier's request for continued exemption authority a very encouraging sign of market growth. The City of Cleveland maintains, therefore, that Sunworld holds considerable promise for initiating scheduled and/or charter service in additional U.S. markets in the future, and only with the extension of this exemption authority can this be made possible.

Answer of Vacation Travel
International
Vacation Travel International, Inc. (VTI) answers in opposition to the above applications of Sunworld International Airlines, Inc. (Sunworld). VTI submits that Sunworld does not satisfy the continuing fitness requirements imposed upon certificated air carriers by 49 U.S.C. § 41 110(e). VTI therefore urges the Department, upon due investigation, to revoke rather than renew Sunworld's certificates of public convenience and necessity.
