American Airlines, Inc. hereby applies for renewal of its exemption, last renewed by Order 96-ó-28, June 19, 1996, authorizing scheduled foreign air transportation of persons, property, and mail between the co-terminal points Miami, Florida and San Juan, Puerto Rico and the terminal point Porlamar, Venezuela.

American intends to institute Miami/San Juan-Porlamar service as soon as market conditions warrant, and is requesting renewal of its exemption authority in order to maintain the flexibility to do so.

British Airways' exemption application for Denver service until US Airways obtains conveniently timed slots at Gatwick Airport to support its Charlotte service. If the U.S. Government does not hold British Airways' exemption application in abeyance, the U.S. Government would effectively permit British Airways to implement monopoly service to Denver, to perpetuate its current monopoly service between London and Charlotte, and to continue receiving its extraordinary benefits under Bermuda II (while new U.S.entrants like US Airways are being frozen out of London service despite their designation by the U.S. Government).

First Class International hereby moves the Department towithdraw its prior filing of the Subject Documents, to unfile all copies of the Subject Documents, and to return all copies of the Subject Documents to First Class International. However, First Class International continues to believe that the Subject Documents should be reviewed by the Department in this rulemaking. Therefore, First Class International moves the Department to subpoena the Subject Documents from American and SABRE and to refile them in this rulemaking. To the degree necessary, First Class International waives any claims of confidentiality as to the Subject Documents.

At the same time that American's service has been reduced, United and Lufthansa have increased their share of nonstop seats in the U.S.-Germany market from 42.3% in May 1996 to 55.66% in May 1998. This represents a 31% increase in capacity share by the United/Lufthansa alliance in just two years.

Mesa has lost its agreement with United Airlines to serve ACV Sky West Airlines will begin service from ACV to San Francisco on June 1, 1998, d/b/a United Express under a new agreement with United Airlines. Your grant of suspension effective May 20, 1998, will result in an 11-day cessation of service from ACV to its largest connecting hub; San Francisco.

The true winners from a Department action to grant this limited exemption would be the consumers and business people of the two state region and those that obtain jobs as a result of the economic development stimulated by air service. Secretary Slater has often spoken of the linkage between transportation and economic growth. By granting this petition, the Department will generate true opportunities for economic growth in the two-state area. It is time for the Department to empower the Community of Savannah/Hilton Head and the two-state area with the ability to control its future economic growth.

Transair proposes to provide passenger charter service between Brazil on the one hand and the United States on the other hand. Initially, this service will operate between Brazil and Miami, Orlando, New York, Boston or Las Vegas, using DC-10-15 aircraft having capacity of 353 seats. There are seasonal variations in traffic, although it is anticipated that the service will operate approximately four times weekly. A non-traffic stop will be made in Aruba. Transair would like to begin service as soon as possible.

Once again, a "discount" airline is seeking an exemption from the "High Density Rule" at a New York City airport, in order to obtain free slots to add yet more flights to the already overcrowded airspace in this region. This means that there are now a total of eight applications pending before the United States Department of Transportation (USDOT), requesting permission to add 58 extra flights at Kennedy and LaGuardia airports every day.
