Air New Zealand respectfully requests the Department to amend the Exemption to allow it to engage in scheduled foreign air transportation of persons, property and mail from points behind New Zealand via New Zealand and intermediate points to a point or points in the United States and beyond and in the case of all-cargo services, between the United States and any point or points, serving points in any combination and in any order, and to engage in charter air transportation as authorized by Annex II of the Agreement. Air New Zealand asks that this authority be granted until October 17, 1998, the expiration date of the Exemption, or until the Department issues an amended foreign air carrier permit incorporating the authority requested, whichever is later.

The authority requested in this application will enable America West to meet the demand for nonstop service between Phoenix and Ixtapa/Zihuatanejo, and will also provide a convenient connection in Phoenix for passengers travelling from other cities to Ixtapa/Zihuatanejo. Granting America West's application for this exemption authority is clearly in the public interest, and provides the public with increased service options on a U. S. air carrier for travel between the U.S. and this popular tourist destination in Mexico.

America West wishes to start operating this service on May 20, 1998, and requests that the Department grant this authority as soon as possible to enable America West to start marketing this service and to obtain the necessary authority from the Mexican government. America West requests this authority be granted for a term of two years.

THAI notes that although the current application would not eliminate THAI's current authority to operate combination services between Bangkok and Los Angeles over Seoul, nonetheless in practice it intends to suspend operations on that route and replace them with the BKK-LAX combination services sought over Osaka. Therefore, it notes that THAI does not intend to fly any net additional flights between Los Angeles and Bangkok. Rather, the intention is to fly the same frequencies each week as currently, except all would be intended to fly over the same intermediate point and to originate and terminate at identical times each day of the week. Travelers are known to value predictability and regularity in service offerings, and therefore THAI believes this change will be of benefit to travellers.

Continental's opposition to grant of the 64 frequencies for new Japan services cannot be taken seriously while its partner, Northwest, argues for immediate grant of the 28 available same-country code-share frequencies to Continental. Despite the competing TWA/Delta application, Northwest argues that the Continental/Northwest code-share is "the only one that would make effective use of valuable bilateral rights," and should be authorized now. Continental can't have its cake and eat it too! It can't favor expedited procedures only for the new Japan rights.
